Evgeny V. Bekhmetyev was born on January 15, 1963 in Gornyak town of the Altai Territory. He graduated from the Kemerovo Higher Military Command School of Communications in 1985 and from Military Academy of Communications named after S.M. Budenny in 1997. He had various command capacities in the Armed Forces. Over the period from 1997 till 2010 he was doing military service in the Main Department of the RF Armed Forces General Staff.
Reserve Colonel. During military service he received three state awards: medal of the Order of Services to the Fatherland I and II (sworded), Medal of Suvorov, title of the RF Ministry of Defence of the Russian Federation "Honorary Radio Operator of Russia", many departmental awards and awards of allied states. Married, has two sons.
